Who We Are

Universal Planning Services Pty Limited (T/A UniPLAN Australia) is a multifaceted consultancy providing high level town planning consultancy services to government, the development industry and private sector.  It draws on the extensive experience and expertise of its Director/ Principal Consultant Town Planner, Mr Stephan Andrusiw, whose career as a planner, senior planner and planning manager in local and state government and in the private sector has spanned over 30 years

What We Do

Statutory/ Land Use


UniPLAN Australia has carried out legislative reviews for government and non-government organisations, prepared land use studies, planning proposals, including amendments to local environmental plans, and facilitated the reclassification of community land under the Local Government Act 1993 and Environmental  Planning and Assessment Act 1979.

Neighbourhood/ Local


UniPLAN Australia hasbeen engaged in estate master planning for the renewal of social housing estates, undertaken local area planning to facilitate development, and has reviewed and prepared amendments to development control plans prepared by local councils.


Urban/ Regional


UniPLAN Australia has undertaken reviews of draft structure plans and participated in urban release area planning as an advocate for property owners concerned with state and local government planning proposals.  It has also prepared precinct plans, housing strategies and asset management plans for social housing estates.



UniPLAN Australia hasundertaken reviews of draft district/ regional strategic plans for non-government organisations and has reviewed legislation for the preparation of local strategic planning statements by local government authorities to determine implications of this legislation on future developments carried out in the public and private sector.

Development/ Project


UniPLAN Australia has targeted expertise in carrying out development/ project planning for non-government and government organisations.  This has included co-ordination and project management of development application submissions for commercial, industrial, and residential development, with co-ordination of consultant reports prepared by others and preparation of Statements of Environmental Effects by UniPLAN Australia.

Environmental Impact Assessement/ Review of Environmental Factors

UniPLAN Australia has undertaken numerous Environmental Impact Assessments/ Reviews of Environmental Factors for projects being carried out by public authorities under Part 5 of the Environmental Planning and Assessment Act 1979.  UniPLAN Australia's expertise in this area has been focused on residential development, however, other assessments have been carried out for the provision of educational facilities and infrastructure services andfacilities.

Heritage Impact Assessment

UniPLAN Australia has undertaken heritage assessments and prepared heritage impact statements for both government and non-government organisations.  Heritage assessments have supported development carried out as exempt development under the Infrastructure SEPP and Heritage Impact Statements  have been prepared by UniPLAN Australia for development proposals in accordance with NSW Heritage Office protocols.

01 Infill Seniors Housing Development at 2-6 Biara Avenue  Clemton Park
  • Part 5 Assessment under Seniors SEPP for NSW Land & Housing Corporation
  • 8 x 2 bedroom + 6 x 1 bedroom self-contained dwellings with surface car parking for 9 vehicles
  • Key issues were localised overland flow flooding during extreme stormwater events, site stormwater drainage and achieving floor levels for disabled access
02 Mixed Use Commercial/ Residential Apartment Development at  228 Bunnerong Road  Hillsdale - $3.3M
  • Project management of approval process for Part 4 Development Application
  • Commercial tenancy + 4 x 1 bedroom + 6 x 2 bedroom apartments with 2 levels of basement car parking
  • Key issues were height exceedance, amount of landscaping, and compatiblity of the proposal with the evolving streetscape.  Other issues were first floor ceiling height , site isolation, apartment mix and setbacks
